The license was revoked as a result of an investigation which revealed that Ms. Mital wrote five separate life insurance policies without the consumers' consent or knowledge; kept personal auto insurance in force without making payments; failed to notify the Department of an address change; failed to facilitate and aid the Director in the investigation. The revocation includes a misrepresented consumer risks to an insurer, which resulted in six of the nine consumers involved being overcharged premiums.More Information

Rating agencies cite Health Care Service's market dominance
Chicago-based Health Care Service Corp., the largest health insurance provider in Illinois, continues to have a strong balance sheet and solid earnings but is too dependent on two key markets, Fitch Ratings said Dec. 20 in affirming Health Care Service's A rating and stable outlook. Health Care Service is the parent of Blue Cross & Blue Shield in Illinois, Texas, Oklahoma and New Mexico. Fitch noted that 88% of Health Care Service's 2010 revenue came from Texas and Illinois, but it also said that Health Care Service's exclusive right to use the Blue Cross trademark was a competitive advantage. A week earlier, Moody's Investors Service cited the company's dominance in the Illinois market and the strength of its Blue Cross brand in affirming the company's A1 rating. In 2010, Health Care Service captured 48% of Illinois' health and accident insurance market, more than five times the share of second-place UnitedHealth Group Inc. of Minnetonka, Minn., which had 9.2%. Health Care Service is on track to post $1 billion in 2011 profit. A company spokesman said the concentration of its members in Illinois and Texas is not surprising “given they are the most populous of our four health plan states.” He added that the Fitch rating and review are “unsolicited” and that Health Care service did not participate.
DaVita pitches Lake County replacement project
Dialysis provider DaVita Inc. wants to replace a 16-station dialysis center it runs in Libertyville with a 20-station one three miles south in Vernon Hills. The project is estimated to cost $2.5 million, according to an application the Denver-based company filed with the Illinois Health Facilities and Services Review Board, which regulates medical facilities. A DaVita spokesman said the Libertyville site doesn't offer enough parking or other space: “There now is no more room for growth to accommodate additional patients.” If approved, the Vernon Hills facility will include three rooms where dialysis patients can learn how to conduct treatments at home, up from one room in Libertyville, in addition to four new inpatient stations.
