HOLDREGE — The Holdrege library will be able to save more than $30,000 in health insurance costs through help from Phelps County.

The Phelps County Board of Commissioners approved a resolution allowing the Holdrege Area Public Library to join the National Association of County Officials insurance pool as a subsidiary of the county at Tuesday morning’s regular meeting. The library is financed through an interlocal agreement between the city of Holdrege and Phelps County. The county provides about 40 percent of the library’s budget.

In October 2009, the library’s employees were removed from the city’s health-care plan when Blue Cross Blue Shield of Nebraska said those employees could no longer be covered.

At that time, health insurance costs for the library jumped from $41,000 to $70,000. Since then, the library’s health care costs have continued to increase to the latest quote of $97,000 in premiums for five employees.

HAPL director Pam Soreide asked the county if the library could join NACO’s pool as an affiliate. The group had already been approved to join NACO’s insurance pool but as a new group, which would require that it pay the maximum rate for the first two years. If it joined as an affiliate, it would pay a lower premium.

The library’s current health insurance renews Saturday, so Soreide wanted an answer from the county before that deadline.

“I would rather have them buy magazines than insurance,” said Phelps County Commissioner Russ Cruise after voting in favor of the resolution.

The county extensively discussed the idea with County attorney Tim Hoeft, who was concerned about additional administrative costs that the county might incur.

Hoeft then drafted a resolution to distinguish that the library would pay its own premiums to the county, that the library employees were not considered direct Phelps County employees, and that they were not entitled to any benefits or other compensation through the county.
