Regence BlueCross BlueShield Narrowly Close to Losing Its Lead
September 28, 2011 – Regence BlueCross BlueShield is very close to losing its commanding lead in Oregon’s commercial marketplace. It wasn’t that long ago – in 2008 -– when Regence had over 1 million members, according to financial reports published in Oregon Health News.
When the latest enrollment numbers were revealed June 30 by the Oregon Insurance Division, Regence had 476,294 members, giving the health plan an extremely narrow lead over its major competitor, Kaiser Permanente, after its membership witnessed a 22 percent decrease since 2010.
During that same time period, Kaiser boosted its ranks, with a 2.4 percent increase – and ended the second quarter with 472,543 members.
Sue Hennessy, Kaiser’s vice president of strategic planning and health plan services, acknowledged that many employers have moved to the self-insured market, but said that hadn’t dampened the health plans’ ability to attract new members.
“We are very happy to be the go-to insurance provider for Oregonians,” she said. “We are looking to grow our membership in all lines of business, and we're working very hard to deliver excellent care and control costs at the same time.”
Regence appeared to take the news in stride, according to its spokesman, Scott Burton who said the company was continuing to “evaluate and create coverage options that keep us competitive in the market, while focusing on affordability and flexibility to our members. Our goal, every day, is to grow our membership and provide the quality service Regence has been delivering for more than 90 years.”
Regence wasn’t alone in seeing its enrollment numbers take a nose dive after losing 105,196 members since June 2010. Together, HealthNet, ODS Health Plan and LifeWise also lost a total of 17,314 members.
The enrollment figures do not reflect employee groups such as the Public Employees’ Benefit Board, which covers state employees and the Oregon Educators Benefit Board, which includes public school teachers and administrators or other self-funded groups.
